Let’s examine exactly what has changed, where the mysterious IKPU comes from, and how to determine in one evening whether your store is ready for an inspection.

What exactly has changed since April 1, 2026?

The requirements for online cash registers have been expanded: now a cash register must be able to do four things that were not previously required. All four relate to preventing the cash register from processing transactions that the government deems unacceptable.

An important point that is often overlooked: the responsibility for ensuring that the cash register can handle all of this lies with the entrepreneur, not the cash register manufacturer. If your model hasn’t been updated, that’s your problem, not the equipment vendor’s.

  • Limit on cash payments for certain categories—alcohol, tobacco, fuel, public services, as well as goods costing more than 25 million soum.
  • Prescription medications are sold only after scanning the QR code of a doctor's prescription.
  • The cash register does not allow generating a receipt for an expired product.

ICP: Why does every product now have a passport?

ICPU is the identification code for goods and services. It’s like an INN, but not for a company—each item in your price list has its own code: bread has one, a haircut has another, and phone repair has yet another.

All codes are collected in a unified state catalog on the website tasnif.soliq.uz. When a cash register processes an item, it sends not just the name "bread" — it sends the code from this catalog. That is why the name in your software and the code must match in meaning.

This is where the most common and most frustrating mistake occurs. Products are entered quickly, and codes are chosen at random—“something similar will do.” Then it turns out that the restaurant is printing receipts with construction material codes, leading to questions from the authorities.

How much does it cost to operate without a cash register?

The most straightforward figure: a fine of 5 million soum for trading and providing services without using cash registers and payment terminals. Starting in 2026, this same rule will also apply if QR codes generated by digital platforms of payment systems are absent.

For comparison of scale: the basic calculation unit in 2026 is 412,000 soum. That means one such fine is approximately twelve basic calculation units.

To be honest about the scope of this article: the exact amounts of penalties for each individual violation—for example, for non-compliance with new cash register requirements—should be verified in the current version of the Tax Code or by consulting your accountant. Regulations change, and relying on figures from someone else’s blog written a year ago is not a good idea—especially from this one.

How serious this is can be seen from November 2022: Payme, Click, and Apelsin temporarily disabled certain types of payments precisely due to the tax committee’s fiscalization requirements. Since December 24, 2022, electronic fiscalized receipts have been issued for all payments made through Payme.

Good news: you don’t need to buy a physical cash register just to accept payments on your website. The payment system will handle the fiscalization of the receipt for you—it acts as a **commission agent**. Bad news, which is why many receipts aren’t being sent: for this to work, you have to register the commission agent yourself.

  • In the my.soliq.uz personal account, register the payment system as a commission agent: contract number, date of conclusion, and validity period.
  • Check your receipts in the "Commissioner Receipts" section—there you can see that fiscalization is actually taking place, not just being promised.
  • ICPU is needed here as well: the item code, not the product name from your bot, appears on the receipt.
  • Click has a dedicated fiscalization service for this, while Payme offers a section in the seller’s dashboard. The mechanism is the same; the interfaces are different.
  • If you handle fiscalization yourself, rather than through an intermediary, you need an online cash register or a license for a virtual cash register—both are sold only by an accredited COTU, which also registers the cash register with the fiscal data operator.

Checklist: Review your store in one evening

None of this requires a programmer. It’s something the owner can check themselves, and it’s worth asking the contractor about if someone else is handling the accounting.

  • The cash register is registered and listed as active—check your taxpayer’s personal account, not from memory.
  • The cash register firmware was updated after April 2026. If the model is old and there are no updates available for it, this is not a deferred issue but an ongoing one.
  • Each item in the price list has a unique product code, and it corresponds to what you actually trade, not something similar.
  • The category of your receipts matches the type of business: a restaurant doesn’t process building materials.
  • Items with a cash payment restriction are listed separately, and sellers are aware that cash is not accepted for them.
  • If you sell food products, expiration dates in the accounting system must be up to date; otherwise, the cash register will start refusing transactions at the most inconvenient time.
  • Payment with social cards is processed and correctly reflected in the reports.

Where does it usually break, and what does your accounting system have to do with it?

Almost all problems don’t arise in the cash register itself, but at the interface between the cash register and where you manage your inventory: in 1C, in a warehouse management system, in a spreadsheet, or in a notebook. The cash register requires a code, but that code is assigned by a person in the accounting system.

If the product catalog is maintained manually and grows, sooner or later positions without a unique product code appear, along with duplicates of the same item under different codes and "temporary" names like "product 3." As long as there's no verification, this goes unnoticed.
